Elections and Local Land Charges Technician – Grade E

My local authority client are looking for an experienced Elections and Local Land Charges Technician – Grade E to join them on a full time but temporary basis, working Monday - Friday 08:30 - 17:00, paying £10.27 per hour.

Start Date: 15/0/2018

End Date: 21/12/2018

Our requirement is for a person with experience of Local Land Charges to join our busy team for a 3 month period to support a period of extended staff sickness and the implementation of the IDOX TLC (we currently use IDOX Acolaid) system anticipated by the end of December 2018. 

The successful person will primarily be required to provide technical support in the answering of Local Authority Search questions and have experience of processing either Planning or Highways consultee areas, Building Control, Health and Housing Records. Ideally we would also need the individual to be able to compile and despatch search responses to customers and it would be helpful if they have experience of registering Local Land Charges.

Main Responsibilities

  • Participate in the technical and administrative work involved in Local Land Charges and Elections Team processes in conjunction with Elections and Local Land Charges Officers, making sure that all work meets or exceeds performance targets.
  • Operate, with appropriate training, the electoral registration and electoral management, land charges and other related computer systems, including future refinements, enhancements or replacement of these systems.
  • Use Geographical Information Systems (GIS) and manual maps to determine property related information for searches or electoral boundaries.
  • Participate in the introduction, maintenance and development of new systems and processes, including data capture, cleansing and migration of records.
  • Record and account for all fees using manual or electronic payment systems, complying with financial regulations, standing orders and financial instructions.
  • Provide coaching and training on all aspects of the role to colleagues as and when required.
  • Take part in, and contribute to, the Councils Managing Individual Performance Scheme (MiP) and 'One to One' meetings.
  • Participate in the recruitment, selection, training, deployment, and welfare of employees in conjunction with senior staff within the team.
  • Provide advice on fees for copy documents and search and requests for electoral register information.
  • Deal with routine and non-routine correspondence and queries.

Elections Items

  • Process applications for registration, absent votes and special category electors in line with established procedures.
  • Maintain and update property or electoral boundary records in conjunction with Elections and Local Land Charges Officers where required.
  • Carry out duties in relation to the organisation of Parliamentary, Local Elections, Referenda, Bid Ballots and Neighbourhood Planning Referenda.
  • Assist in the administration of the annual registration canvass and recruitment processes and the publication of the register of electors.

 Land Charges Items

  • Research and provide answers to questions for each of the 7 consultee areas in the search process.
  • Review all components of a search and provide an accurate, complete and timely search response to our customers.
  • Maintain and update electronic or manual Local Land Charges Register entries.
  • Process personal search information and make this available to customers.
  • Compile data and process monthly accounts for customers.
  • Maintain accurate GIS records relating to Local Land Charges register entries.
  • Plot and update Highway scheme information using manual or electronic methods.
  • Engage with customers by developing ways to promote the Local Land Charges service in order to maintain and increase market share.
  • Liaise with officers from consultee areas to obtain information to enable accurate answers to search questions where needed.
  • Process Competent Persons records, creating new land parcels where necessary.

  • Use information technology and associated systems in accordance with the City Council’s policies & procedures.
  • Carry out duties and responsibilities of the post in compliance with the City Council’s Equality and Diversity policy.
  • Comply with the Council's Data protection protocols, maintaining confidentiality in dealing with all aspects of electoral services and local land charges tasks.
  • Deal with all enquiries in line with the Council’s Customer Care policy.
  • Make effective arrangements to maintain the continuity of service during own absence/s.
  • Carry out duties at an appropriate level in relation to the work of the Electoral Services Team where required.
  • Comply with the City Council's policies, procedures and e-learning requirements.
